How to transfer & divide land?

1. OBJECT

   With a view to provide Record of Rights (ROR) in the lands held by the Ryots, and also to give title deeds, the R.O.R. work is taken up in the State as per R.O.R. Act 1971, as amended in 1980, 89 and 1993. Rules were issued thereon and executive instructions were also issued by the Government, and Commissioner of Survey, Settlements and Land Records, Hyderabad.

2. UPDATING OF RECORDS

   As per the provisions contained in sec.3(1) of the Act, the Record of Rights (ROR) shall be prepared and brought uptodate.

3. PREPARATION OF REGISTERS

   After the notification is issued by the Commissioner, a notice in Form-II has to be issued calling upon the persons interested to furnish a statement in writing in Form-1A showing the particulars of lands and the nature of their interest. A register in Form-II – A has to be maintained for the claims received. (Rule 5)

4. ENQUIRY

   The Recording Authority will conduct enquiry under Rule 6,7,8 and verify the documents and inspect the land.

5. ORDERS

   After completion of the enquiry, the Recording authority shall pass orders in respect of all cases requiring change of Registry due to death of the registered holder, succession, sale, gift after duly satisfying that the change of registry is not in contravention of any provisions of the Act mentioned in Rule 9(1) (a) (iv) and 9(1) (b) & (II).

6. DISPUTED CASES : All disputed cases shall be referred by the Recording Authority to Mandal Revenue Officer (MRO) for disposal (Rule 9(1) (a) & 1(b).

7. DRAFT R.O.R. – PUBLICATION OF FORM – III

   After passing orders as stated above the Recording Authority shall prepare draft ROR (Rule 9(2), and there after publish notice in Form-III as prescribed under Rule 5(2) (a) to (e) to the effect that draft R.O.R. has been prepared and the persons concerned shall furnish a statement on their claims for rectification and that Grama Sabha would be held and the villagers can attend and submit claims and objections within the time limit prescribed (Rule 10(1) to (4).

8. ENQUIRY AFTER PUBLICATION OF FORM-III AND RECTIFICATION OF DEFECTS :

   Enquiry shall be held by the Recording Authority as per rule 11, to examine the claims received and determine whether or not to alter the draft R.O.R. after affording a reasonable opportunity to the persons concerned. Orders shall however be passed after obtaining the orders of the Spl.Dy.Tahsildar, ROR or M.R.O.

   As per rule 12, after the enquiry is completed under Rule 11, the Recording Authority may make alteration of any entry, in the draft R.O.R. after affording an opportunity to the persons concened.

9. CONFIRMATION, TEST CHECK/REVISION OF THE R.O.R. :

   After the completion of enquiry under rule 11 the Recording authority shall confirm the draft ROR under rule13 (1).

   As per rule 13(2) the M.R.O. the Revenue Divisional Officer (RDO), the Deputy Collector R.O.R., the D.R.O, the Collector and any officer designated by the Collector shall be competent to test and revise the entries in the confirmed R.O.R., after giving an opportunity to the concerned individuals. Before making revision the recording Authority shall obtain orders of his immediate superior Officer.

10. PUBLICATION OF FORM – IV :

    Completion of the preparation of the R.O.R. shall be notified in the District Gazette and A.P.Gazette in Form-IV and also in the manner specified in Rule 5(2) (Section 3(2) read with Rule 14).

    Once Pass Books and Title Deeds are distributed, Form-IV for those villages should be published in the State Gazette. Copies of the Gazette should be given to credit agencies indicating that no loan in those villages shall be granted without production of pass books and title deeds after 3 months from the date of publication of the notification in the State Gazete. (Proviso to Sec.6C)

11. PREPARATION OF 1-B REGISTERS/ DISTRIBUTION OF PATTADAR PASS BOOKS AND TITLE DEEDS.

    Form-1B shall be prepared (in triplicate) as per rule 14-A and with reference tothe entries made in Form 1B, the pattadar passbooks and title deeds shall also be got written and distributed to the conerned persons in a Grama Sabha with prior notice of atleast 7 Days to be published as per Rule 5(2).

12. RECTIFICATION OF ENTRIES IN R.O.R.:

    As per Section 3(3), any person affected by an entry in R.O.R. may within a period of 1 year from the notification under section 3(2) apply for rectification of the entry to the M.R.O and he shall dispose of the application within 90 days from the date of filing the same for this purpose. The procedure prescribed under rules 15,16 and 17 have to be followed.

13. INTIMATION OF ACQUISITION OF RIGHTS :

    As per section 4(1) of the Act, any person acquiring by succession, partition, purchase, mortgage etc. any right as owner, pattadar, mortgagee, occupant etc. shall intimate in writing his acquisition to the M.R.O. within 90 days from the date of such acquisition.

    U/S 4 (2) of the Act every registering officer shall intimate to the M.R.O of such transaction.

14. AMENDMENT TO R.O.R.

    U/S. 5(1) of the Act, the M.R.O on receipt of intimation of the fact of acquisition of any right, shall

    determine as to whether the R.O.R. requires to be amended and carry out the amendment therein duly giving opportunity to the concerned.

    Appeal shall lie to the R.D.O U/s.5(5) with in 60 Days. The M.R.O shall also have the power to correct clerical errors if any in the pass books.

15. MAINTENANCE OF R.O.R :

    As per rule 18, the maintenance of ROR including correction of entries in pursuance of the orders passed under rule 17 and incorporation of all mutations pursuant to the orders passed under Sec.5 has tobe ensured by M.R.O.

16. REGULARISATION OF CERTAIN ALIENATIONS OR OTHER TRANSFER OF LANDS

    Section 5-A of the Act read with Rule 22 provides for regularisation of the unregistered transactions. After issue of notification in Form IX by M.R.O. as per Rule 22, the alienee or transferee shall file an application in Form-X to the M.R.O. The MRO., shall on enquiry require such alienee or transferee to deposit an amount equal to the registration fee and stamp duty that would have been payable had the alienation or transfer been effected by a registered document at the time, the transaction had actually taken place. On deposit of the amount the M.R.O shall issue a certificate in Form XIII B and the Recording Authority shall on production of the certificate shall make an entry in the ROR and issue Pattadar Pass Book in the category of Owner-Pattadar.

    An appeal shall lie to the R.D.O within 30 days from the date of passing of the order by M.R.O (Sec.5B Rule 22(A) 1). The R.D.O after due enquiry shall pass orders as he deems fit subject to revision u/s 9.

17. RECORDING OF SALES/PURCHASES ETC. OF LANDS IN THE PATTADAR PASS BOOKS :

Not withstanding any thing contained inthe Regn. Act, the pass book holder shall get the entries of sales, purchases, mortage, gift, lease etc., of lands recorded in the pas book and Title Deed by the Registering

officer (Sec.6(B) (1) & (2).

18 RECORDING OF GRANT OF LOANS AND ENCUMBRANCE CERTIFICATES :

As per Sec.6(c) (1) of the Act every loan granted by any credit agency on the security of the land, every encumbrance of the land and every repayment of loan shall be recorded in the pass book and the title deed.

After 3 months from the date of publication of notification under Sec.3 (2) no loan shall be granted by the credit agency to a owner pattadar without production of pass book and title deed. Every loan shall be liable to be recovered as arrears of land revenue.

1. REGISTERING AUTHORITY TO MAKE ENTRIES IN PASS BOOKS AND TITLE DEEDS :

   The Registering Authority has to make entry of every transaction in the pass books and title deeds as per Sec. 6D at the time of registering any document relating to the lands owned by the pass book holders and he shall not register any document without production of the Pass Book or title deeds by the vendor and Vendee.

2. REVISION :

   As per Sec.9 read with Rule 23, the Collector either suomotu or on an application can call for and examine any ROR and pass orders amending or reversing the ROR after giving due opportunity to the concerned.

3. INSPECTION OF RECORDS OF ROR :

   As per Sec 7 read with Rule 24 and 25, the ROR records shall be open to the public for inspection and Certified copies, shall be given on payment of prescribed fees.

4. BAR OF SUITS :

   No suit shall lie against the Recording Authority or other officer concerned [Sec.8(1)].

5. POWERS OF RECORDING AND APPELLATE AUTHORITY :

   The Recording Authority or other Officers for the purpose of holding enquiry under the Act, shall have the powers of Civil Court under CPC (Sec.10).

6. INCORPORATION OF CHANGES IN VILLAGE ACCOUNTS :

   After final publication, the MRO shall take action to incorporate the particulars of ROR in the village Revenue Records (Sec.10.A).

7. ACT NOT TO APPLY TO GOVERNMENT LANDS :

   Nothing in the Act shall apply to Government Lands (Sec.12).

8. PASS BOOKS/ TITLE DEEDS FORMATS/ DISTRIBUTION :

   1. Title Deed Form XIV-A
   2. Pass Book for Pattadar/Owner Form XIV-B
   3. Pass Book for Tenants/Mortgagees Form XIV-C
   4. Pass Book for occupants of Inam Lands Form XIV-D

   Title Deed establishing the ownership of Pattadar/Owner.

   Pass Book shall be the record of Title in respect of an owner and rights and interests in land in respect of others.

9. AFFIXING PHOTOGRAPHS :

   There shall be a photograph of Pattadar owner on title Deed.

   Photographs of Patadar Pass Book holder shall be on the Pattadar Pass Book. It shall be attested on the

   Pattadar Pass Book and sealed by M.R.O.

   4 Photos have to be furnished. 2 Photos for Pass Book, Title Deed and one copy to be affixed on Form I B and the remaining shall be filed in the files.

   The R.D.O. shall attest the 1st page of Title Deed with Seal, Date besides embossing the photo on right side column and laminated. Xerox copy of FMB Sketch may be attached to Title Deed/Pass Book for easy identification of the land.

10. DISTRIBUTION OF PASS BOOKS OR TITLE DEEDS :

    They shall be distributed to persons who are in actual possession of the land, @ Rs.15 per set.

    Acknowledgement shall be obtained in a Register in Form XVII.

11. LOSS OF PASS BOOK OR TITLE DEED AND ISSUE OF DUPLICATE COPIES :

As per Rule 31(1) and 31(2) in case of loss of pass book/title deed it should be noted in the duplicate copy that it is a duplicate copy on the 1st page and it shall also be noted in Form I.B. The connected person has to notify the loss to the Police and M.R.O and credit agencies not to deal with the lost title deed by any unauthorised person.

After satisfying that the conditions are complied with, the RDO may issue a duplicate title deed duly endorsing on the 1st page and noting in Form I-B. Fees for duplicate copies is fixed at Rs.1000/- to check frivolous applications. In case of mutilated title deed or Pass Book the fee for duplicate Pass Book is Rs.100/- it shall be surrendered. The RDO., before issuing the duplicate copy of the title deed shall obtain the permission of the Collector for issue of duplicate copy. Amount has to be remitted to MH-0029 LR. MrH:106 Receipts on A/c of survey of settlement operation SH-01-Receipts A/c New P.P. Book.

INTRODUCTION

• The Government had been assigning Govt. Lands to the landless poor persons who had no other means of livelihood. In Andhra area such assignment of Lands are governed by Board Standing Orders while in Telangana area, they are governed by the rules framed under the Andhra Pradesh (Telangana Area) Land Revenue Act 1317 Fasli. Nevertheless, the rules governing such assignment of lands and conditions of grant of the Government Land are same. The Pattas granted there under invariably contained a clause that the lands assigned were heritable but not alienable and several other conditions have been imposed.

A clause to the effect that the land will resumed for the violation of the condition of the grant has been incorporated in every assignment with the hope that such restrictions would prevent the deprival to the poor landless persons of the land assigned to them. However past experience has shown that substantial extents of lands assigned to landless poor persons have been alienated and are in possession of well to do persons. The conditions of the grant were found to be too ineffective and too inadequate to achieve the social goal set by the Govt. The standing orders are not statutory instruments and they do not have any force of Law except such of the orders which are issued by virtue of statutory powers of the Board.

The existing rules do not have any provisions for

punishment of persons who purchased such lands. Efforts made for assigning large extents to landless poor persons are going waste. Therefore with a view to enforce the objective more efficiently, a protective legislation in the nature of the Act called the A.P. Assigned Lands (POT) Act 1977 (Act 9 of 1977) was enacted to prohibit alienation of Assigned Lands to landless poor persons and to provide for punishment of purchasers of such lands. The Tahsildars should thoroughly acquaint with the various sections of the Act under which the powers are conferred on them.

• The A.P. Assigned Lands (POT) Act 1977 is a self contained code, in the sense that it provides for resumption, restoration and distribution of the Assigned Lands. Except Sec. 2 of the Act which came into force on 21.01.1977, the remaining provisions shall come into force w.e.f. 29.01.2007 (G.O.Ms.No. 125, Revenue, dt. 05.02.2007). But Section 3 (1) of the Act not only prohibits transfer of the Assigned Lands on or after the commencement of the Act, but also declares retrospectively that all transfers of such lands which took place prior to the coming into force of the Act shall also be null and void and no right or title in such Assigned Land shall vest in any person acquiring the land by such transfer.

• In this Act, any transfer or acquisition made either by purchase, gift, lease, mortgage, exchange or otherwise in respect of Govt. lands or Surplus lands assigned to landless poor persons for purpose of cultivation or as House Site subject to the condition of non-alienation shall be deemed to be null and void. (Section 3 (3) ).

PROTECTION UNDER SECTION 3(5)

1. The Act is not applicable if the conditions prescribed under section 3 (5) are satisfied namely
2. the purchaser must be landless poor person.
3. the purchase must be in good faith and for valuable consideration.
4. the purchase must be from the original assignee or from the transferee prior to the commencement of this Act.
5. the land so purchased is in possession for cultivation or House site on the date of such commencement.
   • But the burden caste on the purchaser of assigned land claiming exemption under Sec. 3(5).
   • Land purchased by a land less poor person does not lose the characteristics of Assigned Lands. By reason of Sec. 3(5) the purchaser does not acquire an absolute right to alienate the land.
     

     CONDITION OF NON-ALIENATION

   • The Act cannot be invoked in the following cases as per the decisions of the Courts.

1. Where prohibition against alienation is exhausted by

   efflux of time before the commencement of the Act.

2. If there is no prohibition against alienation when assignment was made. Therefore condition of non- alienation is essential ingredient of assigned land.

3. Sale of land assigned under Loani Rules 1950 without a condition of non-alienability.

4. If a person is in possession of the land for more than 30 years prior to commencement of the Act he acquires perfected title by adverse possession against the Govt. Therefore the transferee of Assigned Lands who has perfected title by the date of the commence of the Act has to be held to be outside the purview of the Act. (Mandlappa case 1977 (2) ALD 177 (DB) 1997 (3) ALT 162

   (DB).

5. Condition prohibiting alienation imposed for the first time

   in the year 1954. Hence would not operate the Assignments made earlier thereto. Further purchaser of Assigned Lands acquires ownership rights by prescription if he enjoys position of said land for 30 years. Purchaser of an Assigned Lands virtually enjoys the possession adverse to the interest of the Govt. and with the expiry of 30 years stipulated under the Limitation Act 1963, he acquires ownership rights by way of prescription (KM Kammanulla Basha and others V/s Dist. Collector, Chittoor and other 2009 (3)ALD 385-2009 (1) LS 335.)

6. Will :- Testamentary disposition is permissible under POT Act. However such this position cannot be in favour of a stranger. Sister’s son was held to be a stranger to the family. (Chenna Reddy V. Venkata Reddy 2004 (1) ALT 406

7. In several cases with regard to Government land

assigned under various categories, NOCs are being indiscriminately issued by the Tahsildars, RDOs and the District Administration contrary to the instructions issued by misrepresenting the Rules and NOCs are being issued to facilitate illegal allottees/assignees to sell the valuable land.

Government therefore directed that no NOC should be issued the Tahsildar, RDOs and District Level Officer until the matter is examined and decision taken in this regard. (Govt. Memo No. 21307/ASSN-1(1)/2012, dt. 09.05.2012).

CONSEQUENCES OF BREACH OF PROVISIONS

SEC.4

While section 3 of the Act imposes certain prohibitions for transferring the assigned lands, Section 4 of the Act provides for consequences of breach of the provisions of Section 3. If there is a violation of the section 3 i.e. alienation of the assigned land, then only section 4 comes into operation.

• U/s 4 the Tahsildar can take possession of the assigned lands in cases of the contravention of provisions of sub sections (1) of Section 3 of the Act after evicting the person in possession and reassign the said resumed land other than those lands / areas as may be notified by the Govt. from time to time in public interest and for public purpose of the transferee who purchased the land in good faith and for valuable consideration on or before 29.01.2007 subject to the condition that he

/ she is landless poor persons and he is in occupation of the land by using the said land for agriculture or house site as on the date of taking possession by eviction.

• Provided that the reassignment in case of transferee shall be limited to only such an extent that the total holding of the re assignee including any other land held by him does not exceed 5.00 Acres of dry or 2 ½ Ares of Wet.
• Provided further that where the transferee who have purchased the land and got re-assignment or his legal heir, transfers the re-assigned land the land shall be resume for assignment two other eligible landless poor.

• Restore the said assigned land to the original assignee if it is not notified by Govt. for public purpose subject to condition that he is landless poor person as on the date of restoration for one time.

• Assigned to other eligible landless poor persons.

Provided that the restoration shall be limited to only such an extent including any other land held by him does not exceed 5.00 Acres of dry or 2 ½ Acres wet.

Provided further that where the original assignee or his legal heir after first restoration transfers the assigned land, the land shall be resumed for assignment to other eligible landless poor.

• Provided also if no eligible landless poor persons are available in the village the resumed land will be utilized for public purpose.

• Explanation :- For the purpose of this clause public interest and public purpose mean and include the weaker section housing public utility, infrastructure development, promotion of industries and tourism or for any other public purpose. (Amended Act 2008).

  RESUMPTION OF ASSIGNED LANDS

  • The Act is a self contained Act. Where any assignee has violated any conditions of the assignment, the authority has got jurisdiction to take action for resumption of the land under section 4 (1)(b). After the Act has been enacted, acting in accordance with G.O.Ms.No. 1142 amounts to acting contrary to the legislative in relation to resumption. The executive direction and the legislative enactment both on the topic of resumption cannot co-exist. The Act should prevail over executive instructions. Therefore resumption of assigned land under B.S.O. or any other executive instructions after commencement of the Act is illegal and without jurisdiction.

• Any order passed under sec. 4(1) shall be final subject to decisions in appeal and revision and shall not be questioned in any court of Law and no injunction shall be granted by the Court (Sec. 4 (4).
• Before taking action under Sec. 4 (1) (a) & (b), the Collector or other Officer has to give a notice to the person sought to be evicted in the prescribed Form I and give him a reasonable opportunity to state his case and pass orders.

APPEALS AND REVISIONS (SEC. 4 (A) & 4 (B).

• Section 4 A (1) provides for an appeal against the orders of the Mandal Revenue Officer to Revenue Divisional Officer within 90 days from the date of receipt of the order. Section 4 A (2) provides another appeal to the District Collector against the order of the Revenue Divisional Officer. There is a provision for Revision also to the District Collector and Govt. under section 4 B (1).
• Chief Commissioner of Land Administration or any other authority has not been conferred with any revisional jurisdiction against order of Joint Collector (B. Poornachandra Sekhar Rao V/s. Govt. 2006 (6) ALD 418).
  

  PROHIBITION OF REGISTRATION OF ASSIGNED LANDS:

• U/s 5(1) of the newly amended Act, District Collector or any other Officer not below the rank of Tahsildar to be authorized by him in this behalf requires to furnish a list of lands Assigned to landless poor persons with all particulars of Assignment within 45 days from the date of commencement of amended Act to Registering Officer.
• U/s. 5(2) no Registration Officer shall accept for register of any document relating to transfer of or creation of any interest in any assigned land as furnished in the list U/s. 5(1).

PENAL PROVISION (SEC. 7)

• Section 7 of the Act incorporates the penalty for the contravention of the provisions of the Act as follows:
  1. Whoever acquires the land assigned is liable to be punished with imprisonment which may extend to 6 months or with fine which may extend to Rs. 2000/- or with both.
  2. Whoever opposes or impedes the District Collector or any person authorised in taking possession of any Assigned Land is liable to be punished with imprisonment which may extend to six months or with fine which may extend to Rs. 5000/- or with both.
  3. Under this section prosecution is not maintainable if the sanction of the District Collector against the petitioner is not obtained before launching prosecution.
  1. Voluntary disclosure and surrender of the assignedland in his possession by any person within 90 days from the commencement of amended act 2007 shall be exempted from prosecution (Proviso U/s. 7 (1))
  2. Any Officer violating the provisions U/s 1 & 2 of new Sec. 5 shall be punished with imprisonment which may extend 6 months or with fine which may extend to Rs. 10,000/- or with both. (Sec. 7 (2 A) of the amended Act 2007.

  Court’s decisions under the A.P. Assigned Lands

  (POT) Act 1977

• Except a testamentary disposition i.e. a will any transfer whatever name called is totally prohibited – A will can be executed by the assignee under the Act only in favour of his family members but not to strangers.

• The Act totally prohibits induction of strangers to the family of assignee either during his life time or thereafter. In cases of adopted son, there must be proof of adoption. (in Katta Yesuratnam V/s CLR, Hyderabad and others, 1993(2) APLJ 444)

• The Act applies to the assignments & transfers effected even before the commencement of the Act. (1987 (1) ALT 124 (F.B)= 1987(1) APLJ.171 AIR 1987 –A.P. 160 (F.B.)

  • Cancellation of assignment under BSO 15(18) – The subject relating to assignment and transfer of land was allotted to Joint Collector in G.O.Ms.No. 77, Revenue, dated 22-1-1968. Hence Joint Collector has authority to deal with cancellation of assignment. (M. Venkataratnam vs. J.C. West Godavari, 2006 (2) ALT 44).

Lots of expectation but the fact there is a tank 10+ pipes for bath,  and ganga temple.

Akasha ganga & shila thoranam is my best choice.

Going with car is best. if you have a family it takes one day 4-5 Hours.

Srivari Mettu or Alipiri tirupati travel guide

srivari mettu to tirupati 4KM from tirupati, you may try a adventure walk 4*2=8 Hours round trip.

Alipiri 9 KM one way:  This is the best path to go tirupati, But wait.. Only Recommended or youngsters, businessmen’s don;t has to walk time consuming. very hard upto gali gopuram. you can cross 7 hills while this route by walk.

i have eaten lots of food literally any this in this router, stalls  /hotels for every 25o meters.

hearing many times at greatness tirumala frequently. so decided to get in got bored at home, tried booking feb 12 2021 at IRCTC

kacheguda to renigunta at 240 waiting list sleeper.  train at 4.30PM , went kacheguda realized my ticket was RAC  at side lower berth for 2 passengers.

1st time booked ticket. at night 10PM an unknown person came to its RAC, So we can sleep together with 69 Position, i said show me the ticket, he is covering with words, 2dn time he showed a paper written seat number,  i thought its ok, but i didn’t sleep for that night. reached 3AM at renigunta

i am new went 1st time. i have no darshan ticket (not aware of it). i went to tirupathi bus stop, 2 youngsters showed the path to get TTD darshan ticket ree at vishnu nivasam around 4.30AM. after 6.30AM got ticket for 14/2/2021,  

i have to go for a hotel (thought its may take long time) at vishnu nivasam looked at surroundings (its very busy than railway,bus stand, cinema hall). i saw common toilets & bathroom) decided to brush my teeth to eat some food outside. after mouthwash i wanna look more about the place. went to 2nd floor, there is one person sitting and giving keys to others person. so i went next he asked aadhaar card, and given me a locker key.

i went into a room / hall filled with people.  so i put my bag on the lockers around 6PM. most people are vacated room. so decided sleep with my bed sheet & blanket ?(friend suggested to bring). slept for 2-3 hours. went to common area done bathing left luggage at room. tirupati travel guide

went for eating outside, worst food: poori+dosa (just dosa without any chutney, onion masala)  = 70 INR.  decided to go Alipiri.

13/2/2021:  took alipiri foot steps by walk  (day 1)

i asked one auto they  charged me 100 INR, went to alipiri steps by walk 9kM 11.32AM tirupathi at 5PM (walking = resting are equals). around 6PM reached TTD Temple darshan gate they rejected me. turned back by Bus 65 Fare. eaten lot of food at tirumala.. the bus ghat roads stirred my stomach, don’t eat while driving tirumala ghat roads.

fell in a sleep wake up on 14/2/2021: next day went to zoo park (3+3^KM entered 9.30AM 50+30(for mobile) outside 11.30 by walk) good for birds lovers. 50 INR extra for seeing lions, tigers at open place from the van. you can take your vehicle into park but not in tiger zone. my suggestion don;t go park i have mistaken by a park but its zoo park. (more better experience is alipiri or srivari mettu). got 2 youngsters from hyderabad

they decided to walk from alipiri to tirupati, i said ok, but their ticket is on 17th feb 2021, they not allowed to enter while scanning luggage free transport to alipiri to tirupati.

I picked a bus in alipiri went tirumala around 2PM. at 2.30 Local people offering small tour to visit 6 places above. completed in 3.30 hours.

my darshan 7PM (they said for 2.30 hours but it took 4 hours). i went eagerly to entrance at 7l.30 PM entered in ttd darshan rally.

they locked in a room /hall auditorium for 1 hour maybe due to pooja something else. they released  at darshan 9.30PM. exited 10PM. went to get back my phone. there i saw laddus, i got ticket for 1 free laddu, asked the route, went for the hall, shocked by line /people.

my luggage at tirupathi 10 KM below the hill. last bus was around 11PM. if i miss the i have to stay without sleep. so i turned back pick a bus at 10.45PM. reached tirupati railway station 12AM Midnight. 800 meters walk from bus stand to railway station and then entered in vishnu nivasam. i realized there is no place to sleep. decided to wake up for whole night (just few hours 4- that;s i love to daily by watching outdated tv shows splitsvilla,BB, Movies etc) . but there is a small place behind my locker room. around 12.30 i tried book a ticket.

5.40 from tirupati to kacheguda. ticket confirmed. set alarm for 5AM but woke up 4.30 due to sound by others. picked bag boarded train came to hyderabad to 4PM. (remembering experience (realized who am i ) my place / position in the world got some mature behaviour).
