you cannot resize disk size, so the downgrade not recommended /possible by digital ocean. but upgrade to next high resources droplet with one click.
even if downgraded ram or cpu  the billing accounts per droplet size basis as on date. so there is no customized billing in DO.
for downgrading digital ocean droplet, you have to create new droplet and migrate data to that.

digital oceans admin console very useful to know, resources usage cpu usage in past 24 hours, hours etc.
also you can try monitoring services like New relic, datadog, absolutely free like monits, nagios seems to be out of date. nginx server status module, php fpm status etc. Linux network commands also useful.
try top,htop command
then measure ram & cpu usage.
cpu usage 0. 0.1 0.11
means 1,5,15 minutes cpu usage.
1= 300% cpu usage.
in dual core it’s 40% usage..
Idle ram should be at least 30%.
